Emergency Department EMS Associate Medical Director Job Description

POSITION SUMMARY

The EMS Associate Medical Director reports to the Medical Director of Emergency Services and is responsible for providing supportive clinical and administrative leadership for the Southern Maine Health Care Emergency Departments located at the Biddeford and Sanford campuses. The EMS Associate Medical Director position is comprised of 0.25 FTE administrative and 0.75 FTE clinical time. The administrative responsibilities involve an average of 10 hours per week for 46 weeks annually. The weekend shift requirement shall be 50% of the group requirement. The night shift and holiday requirement will remain the same as the group requirement. The EMS Associate Medical Director assists with the completion of tasks for ensuring the provision of high quality, evidence-based, and patient-centered clinical care.

REQUIRED MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES

The EMS Associate Medical Director is required to have the following:

 Medical Doctorate or Doctorate of Osteopathy from an accredited medical school and completion of an approved residency program

 Board Certification

 EMS fellowship trained

 Leadership training preferred (Hanley Physician Executive Leadership Institute (PELI), MaineHealth Physician Leadership Development Fellowship (PLDF), or equivalent.) If no prior leadership training, leadership training will be obtained in a time frame agreed upon with the Medical Director

 Leadership experience preferred

 Excellent leadership, interpersonal and communication skills, with the ability to build consensus and engage physicians

 Completion of the Maine online medical control course and other courses as required by Maine EMS

 Familiarity with the design and operation of out-of-hospital EMS systems

 Experience or training in the out-of-hospital emergency care of the acutely ill or injured patient

 Experience or training in medical direction of out-of-hospital emergency units

 Active participation or experience in the ED management of the acutely ill or injured patient

 Experience or training in the instruction of out-of-hospital personnel

 Experience or training in the EMS improvement process

 Knowledge of EMS laws and regulations

 Knowledge of EMS dispatch and communications

 Knowledge of local mass casualty and disaster plans including preparation for responding to terrorism and weapons of mass destruction

ESSENTIAL FUNCTIONS

The EMS Associate Medical Director will provide support to the Medical Director. The following duties and accountabilities illustrate the range of tasks assigned to the position. Other essential functions may be assigned consistent with the general scope of the position based on the needs of the Medical Director and department.

 Care Team Well Being

o Participate in recruitment and retention of clinical providers

o Assist with provider onboarding regarding EMS related duties, education and responsibilities

o Support provider professional development

 

o Identify and help to develop future leadership in department

o Participate in the Emergency Department Administrator On Call rotation

 Healthy Communities

o Assist the Medical Director in supporting organizationally prioritized Community Health Need initiatives

o Promulgate public education and information on the prevention of emergencies.

o Participate and promote community paramedicine programs, where applicable.

 Patient Centered Care

o Ensure compliance with Maine EMS state protocols.

o Represent SMHC at the quarterly LifeFlight site medical director meetings and participate in provider-related LifeFlight activities

o Monitor and ensure quality of the Hospital Specialty Care Transport (SCT) program

o Ensure quality and performance improvement through regular chart review and follow-up

o Maintain quality indicators, documentation of such and continuous quality improvement initiatives relating to EMS

o Assist in the development and overseeing of clinical and quality programs and protocols

o Identify and remedy Patient Safety concerns

o Represent the ED on the SMHC Emergency Management Committee.

o Represent SMHC on the Maine EMS Region 1 Regional Medical Control Committee.

o Represent SMHC when working on collaborative efforts with MaineHealth for projects related to EMS

o Participate in organizationally prioritized committees as designated by the Medical Director

 Affordable Care

o Participate in the annual budget process as it relates to EMS activities

o Assist in the monitoring of budget performance

 Education/Research

o Serve as a preceptor to emergency medicine residents, medical students and advanced practice practitioners

o Promote continuing education of local EMS providers by coordinating hospital-sponsored educational opportunities

o Promote awareness of EMS protocols and online medical control amongst other emergency department (ED) providers

o Provide oversight to EMS compliance matters such as supplies and medications

o Interact with local EMS providers and promote service-level medical direction

o Promote emergency department provider training in disaster planning and management and hazardous materials response including weapons of mass destruction and terrorism

Goals

The EMS Associate Medical Director will help the Medical Director develop 3 Smart Goals each year and meet regularly with the Medical Director of Emergency Services to review goal progress.
